What is Title I?
Title I, Part A, of the Elementary and Secondary Education Act, provides financial assistance to local education agencies and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards.
The federal government provides schools with extra funding to provide additional assistance to help children who are struggling with meeting district and state standards.
What are the purposes of Title I?
- Improve student achievement for all children, especially in reading/language arts and math
- Help teachers improve by providing quality professional development
- Strengthen parents’ abilities to help their children succeed by providing quality parent involvement activities
How did my child’s school become a Title I school?
Based on the percent of low-income children in the school, which is identified by the free/reduced-price lunch application. A school must have at least 40% of its students receiving free or reduced lunch to receive Title I funds.
Who benefits from Title I funds?
All of Provo’s Title 1 schools have “school-wide” implementation:
- School-wide mission and goals are established.
- All students, regardless of income, are served with Title I funds.
How are Title I funds used in Provo City School District?
- Personnel (primarily para-educators)
- Supplies
- Extended day/year programs
- Preschool
- Equipment
- Intervention programs
Are there any Title I Requirements?
All schools that receive Title I funding must have:
- An annual parent meeting to:
- Inform parents of their school’s Title I status
- Explain the requirements of Title I
- Explain the right of parents to be involved
- Parental Notifications through:
- Parent-Teacher conferences
- Report cards and/or progress reports
- Annual review of assessment data
- Newsletters
- Phone calls, emails, etc. from teachers
- School Parent Involvement Policy (can be found in the school entrance, in the main office, or on the school website)
- Outlines the things that the school will do to involve you in your child’s education
- School/Parent Compact (can be found in the school entrance, in the main office, or on the school website)
- Outlines the shared responsibility of parents, students, and the entire school staff to improve students’ academic achievement
- Annual School Plan (can be found in the main office or on the school website)
- Annual School Needs Assessment (can be found in the main office or on the school website)
How does it work?
- Title 1 schools must implement research-based instructional strategies and programs.
- Teachers and paras must be highly qualified.
- Paras must work under the direct supervision of a highly qualified teacher.
- Targeted interventions are given to students who need additional instructional help.
What are my rights under Title I?
You have the right to:
- Know the qualifications of your child’s teacher
- Degree and major
- Licenses and certifications
- Request opportunities to meet with staff
- Participate in decisions affecting your child
- Review the Title I School Plan and make suggestions
